ضرورت وجود امنیت درحین زمین‌لرزه، تحلیل راهبردهای پیشگیرانۀ جرم‌خیزی بعد از رخداد زمین لرزه (مطالعۀ موردی :‌شهر تهران)

چکیده
تهران، پرجمعیت‌ترین کلانشهر ایران است. این شهر در کمربند لرزه‌خیزی آلپ– هیمالیا واقع شده است و در معرض خطر زمین‌لرزه‌های بزرگ قرار دارد. لرزه سنجی گسل‌های شمال تهران، طالقان، مشا، کهریزک، رباط‌کریم، پیشوا و پردیسان، و جنوب البرز مرکزی نشان می دهد که توجه به این گسلها ضروری است. (بالی‌لاشک و همکاران، ۲۰۲۵). این یافته‌ها، همراه با شواهد شدت لرزه‌ای و سابقۀ تاریخی زمین‌لرزه‌ها، ضرورت توجه به این پهنه‌ها را در برنامه‌ریزی خطر شهری آشکار می‌سازد. از سوی دیگر، تجارب داخلی و جهانی نشان می‌دهد که زلزله می‌تواند در کنار خسارات کالبدی، زمینه‌ساز برخی جرایم و رفتارهای ضداجتماعی از جمله سرقت و غارت شود و فشار مضاعفی بر نظام امداد و امنیت شهری وارد آورد. پژوهش حاضر با رویکرد ترکیبی و با تلفیق داده‌های زمین‌شناختی، ژئوفیزیکی و اجتماعی، ابتدا پهنه‌های نبود لرزه ای را در محدودۀ تهران شناسایی و سپس با اتکا به پژوهش‌های اجتماعی و تجارب پیشین، به‌ویژه زلزلۀ بم، سناریوهای احتمالی جرم‌خیزی پس از زلزله را تحلیل کرده است. در ادامه، راهکارهای پیشگیرانه با تأکید بر طراحی شهری، استقرار مناسب منابع امنیتی و آموزش و مشارکت عمومی ارائه شده است. نتایج نشان می‌دهد که نبودهای لرزه‌ای را می‌توان فراتر از شاخصی برای ارزیابی خطر زلزله، به‌منزلۀ مؤلفه‌ای مهم در برنامه‌ریزی پیشگیرانۀ امنیت شهری نیز به کار گرفت. تلفیق پهنه‌بندی لرزه‌ای با آسیب‌پذیری کالبدی و اجتماعی می‌تواند به شناسایی کانون‌های بالقوۀ خطر مرکب و ارتقای تاب‌آوری تهران در دورۀ پس از زلزله کمک کند.
