ارزیابی محل دفن پسماندهای منطقۀ مسکونی از برنامه‌ریزی تا عمل(مطالعۀ موردی: شهرستان سقز)

چکیده
هدف: مدیریت بهینۀ پسماند در نواحی کارستی به‌دلیل آسیب‌پذیری زیاد آبخوان‌ها، ناهمگنی شدید زمین‌شناسی و افزایش حساسیت این محیط‌ها به مخاطرات طبیعی و انسان‌زاد، یکی از چالش‌برانگیزترین حوزه‌های برنامه‌ریزی محیط ‌زیست محسوب می‌شود. بر این اساس، این پژوهش با هدف شناسایی پهنه‌های مناسب دفن پسماند در محیط کارستی شهرستان سقز و با استفاده از رویکرد تلفیقی GIS و مدل تصمیم‌گیری چندمعیارۀ پیرشیا[1] انجام گرفت.
مواد و روش‌ها: برای ارزیابی جامع محیط، سیزده معیار اثرگذار شامل پارامترهای ژئومورفولوژیک، هیدروژئولوژیک، زمین‌شناسی و انسانی استخراج و با استفاده از توابع عضویت فازی استانداردسازی شدند. به‌منظور وزن‌دهی، مدل پپرشیا به کار گرفته شد که با کاهش خطای شناختی و ساده‌سازی مقایسه‌های زوجی، وزن‌های معتبر و پایدار ارائه می‌دهد. در نهایت لایه‌های وزن‌دارشده در محیط GIS با روش همپوشانی وزنی[2] تلفیق شدند. به‌منظور اعتبارسنجی نقشۀ نهایی، تعداد ۳۰ نقطۀ کنترل زمینی مستقل با استفاده از GPS برداشت و سپس ماتریس درهم‌ریختگی تشکیل شد.
نتایج: نتایج وزن‌دهی نشان داد که توسعۀ کارست (1693/0)، لیتولوژی (1210/0) و فاصله از گسل‌ها (0923/0) بیشترین سهم را در تعیین ایمنی دفن پسماند دارند؛ امری که نقش سلطه‌گرانۀ فرایندهای زیرسطحی و ساختاری را در آسیب‌پذیری منطقه تأیید می‌کند. نقشۀ نهایی تناسب دفن پسماند نشان داد که پهنه‌های بسیار مناسب و مناسب در مجموع ۷۶۱ هکتار (معادل 2/17 درصد) و پهنۀ با تناسب متوسط ۴۷۵ هکتار (7/10 درصد) را به خود اختصاص دادند و در مقابل، مجموع پهنه‌های نامناسب و بسیار نامناسب با ۳۱۹۰ هکتار (معادل 1/72 درصد)، وسیع‌ترین طبقات را تشکیل می‌دهند.
نتیجه‌گیری: چارچوب تلفیقی GIS–PIPRECIA ارائه‌شده نشان می‌دهد که استقرار محل دفن پسماند در سقز، بدون پایش دقیق شرایط لرزه‌زمین‌ساختی، کارست‌زایی و ویژگی‌های هیدروژئولوژیکی، با خطر آلودگی سریع و جبران‌ناپذیر آبخوان‌ها همراه است. پیشنهاد می‌شود که در پژوهش‌های آتی، با تلفیق داده‌های پایش کیفی آب‌های زیرزمینی و مدل‌های پیش‌بینی انتقال آلاینده، پایداری بلندمدت مکان‌های پیشنهادی دفن پسماند ارزیابی شود. این رویکرد نه‌تنها ابزاری کارآمد برای کاهش خطا و عدم قطعیت در تصمیم‌گیری‌های مکانی در مناطق کارستی ایران است، بلکه به‌عنوان مدلی ‌تعمیم‌پذیر، می‌تواند مبنایی علمی برای تدوین سیاست‌های مکان‌یابی دفن پسماند در بقیۀ نواحی کارستی و مناطق دارای ویژگی‌های زمین‌شناسی، ژئومورفولوژیکی و هیدروژئولوژیکی مشابه فراهم سازد.
